Moe Sum means "without thinking" or "natural reflex". Chi Kung Fu indicates that our martial art places special emphasis on internal energy (chi). we play with our energy, using it to generate fluidity and power. For actual fighting, reflex is the only thing that counts, because if you think, it is 1/10 sec too late. When you see, it takes 1/10 sec for your brain to send the signal to your body parts to move. So there is 1/10 sec movement delay. Therefore, you have to train your reflex of your eyelid. The reflex core controlled by your spinal cord.
